Social services

The Bratislava Self-Governing Region (hereinafter “BSK”) provides social services pursuant to Act No. 448/2008 Coll. on Social Services and on the Amendment to Act No. 455/1991 Coll. on Trade Licensing (Trade Licensing Act) as amended (hereinafter referred to as the “law on social services”).

In line with its competences as stipulated by the law on social services, the BSK will ensure provision of a social service to any natural person requesting it from a social service provider that is entered in the register, based on his/her choice.

Basic information on the procedure for obtaining a social service

A natural person who is interested in being provided with a social service in a supported housing facility, rehabilitation centre, social care home or specialized facility shall submit to the Office of the Bratislava Self-Governing Region (hereinafter “ÚBSK”):

Following the issuance and entry into force of a decision on dependence on the provision of a social service, on the basis of an application for the assessment of dependence, a natural person may submit:

Request for assessment of dependence on a social service

The applicant shall attach medical findings to the application for assessment of dependence. If the applicant has reports from examinations in specialist outpatient clinics, he/she shall enclose copies of current specialist medical examinations. In the case of hospitalization of the applicant, a discharge or preliminary discharge report issued by the attending physician may be attached to the application.

If the medical findings attached to the application for the assessment of dependence are insufficient for the purposes of medical assessment, the assessing health professional shall request the submission of the form “Medical findings for the purpose of assessing dependence on a social service”, to be completed by the contracted doctor. Medical findings must not be older than 6 months. An exception applies for chronic conditions resulting in permanent harm in which there is no anticipated change in the condition.

In the case of a psychiatric illness, the applicant is also obliged to enclose a psychiatric examination with a relevant psychiatric finding (not older than 6 months). Confirmation of the psychiatric diagnosis alone or confirmation of the patient’s attendance at a psychiatric outpatient clinic is not sufficient, and for this reason the above-mentioned relevant psychiatric examination will be required.

In the event of insufficient expert findings, the applicant will be asked by letter to provide supplementary evidence.

If there is a change in applicant’s health condition during the procedure for the assessment of dependence, the applicant must submit current medical findings as proof of the change in their state of health.

Following submission of a “request for assessment of dependence on a social service”, the applicant will, for the purpose of determining their social situation (social investigation), be summoned by a social worker at the ÚBSK, at the department of assessment activities or, in the case of an adverse health condition, the social investigation may be carried out at the applicant’s home or, if necessary, in hospital.

The social investigation may also be carried out with the participation of a natural person designated by the applicant requesting provision of a social service.

After assessment of the applicant’s dependence on a social service, a report will be delivered to him/her together with a decision on dependence on a social service (hereinafter referred to as “the decision”).

If, after submitting an application, the applicant is no longer interested in pursuing administrative proceedings for various reasons (he/she is no longer interested in having his/her dependence on a social service assessed), he/she has the option, within 30 days from the commencement of the proceedings (i.e. the date of submission of the application for assessment of dependence on a social service to the ÚBSK), to withdraw the submitted “application for assessment of dependence on a social service”.

Application for the provision of a social service

Following the entry into force of the decision on dependence on a social service (hereinafter “the decision”), a natural person who is interested in being provided with a social service (in a supported housing facility, rehabilitation centre, social care home or specialized facility) with financial support for the provision of that social service from public funds must complete and deliver to the ÚBSK an “application for provision of a social service” (hereinafter referred to as “the application”).

The application must be accompanied by a copy of the valid decision for the required type of social service.

Upon delivery of an application to the ÚBSK, it is registered in the ÚBSK filing office in accordance with the ÚBSK Rules of Registration and is stored among the records of received applications for provision of social services according to the date of delivery of the completed application to the ÚBSK filing office. If a natural person has submitted an application and does not yet have a valid decision, his/her application is included in the register of received applications for the provision of a social service only on the day of delivery of a copy of the valid decision to the filing office.

Applicants are provided with a social service in the order in which their application is recorded in the register of received applications for the provision of a social service. The applicant will be informed by a relevant official of the department of social affairs of the ÚBSK about the provision of the social service at such time as the BSK, according to its choice, provides the social service.
